Don't go crazy.  They conformed to the model rocket mass limits from a decade ago or so, but still have state specific HPR and MR rules no other state suffers. None. Technically you are supposed to have a state issued permit to fly HPR at all, and the state must certify each and every motor, even though NAR/TRA already do. Wacky-world.
